The torque levels are calculated by a algorithm using multiple parameters gathered by sensors with airflow being the main one. Knowing which ones to change and most importantly knowing where the expected outcome limit map is and raising that will solve the boost limit problem. As Terry said its not about the tool but knowing where the maps are and the relation between them. The tools are like owning a GPS but not knowing the co-ordinates of where you want to go.
