    we have a relatively large market when it comes to importing used cars. lots of cars come in from japan and europe. there's a 99% chance that one above came from japan and isn't one of the 45.

    Yes, 45 were officially imported and purchased as new cars in BMW dealerships. The rest you might see for sale in Canada are used models imported recently.
    It was because of safety requirements and loopholes; I can't remember the details, but wiki might have it.
